In 1976 / 1977 "Research &#38; Development" magazine published ten sequential articles penned by "Archibald Putt", a pseudonym. The first article appeared in January 1976, titled "1: Putt's Law", which toward the end promulgates the "law" exactly as quoted above. Part of the associated conclusions: the most competent people remain on the bottom of the organization, while people of lesser talent rise to the top!
